Division: Administration

Objective and Description:

To advise and assist the Minister of Education in the development of relevant policies in accordance with legislative requirement and national objectives, and to facilitate the implementation of the operations of the Ministry.

Main Operations:

In addition to the Permanent Secretary's service in assisting the Minister and supervision and co-ordination of the Ministry's activities the main operations are: The provision of administrative support services, including budgeting, account, personnel affair and organizational procedures and the provision of logistics, material and equipment, transport services, secretarial and other auxiliary services.

Functions/responsibilities :

Responsible for the provision of technical and support services to the various directorates, officers of the ministry of Education

This technical/support services includes inter alia the following:

Domestic: Cleaning of the building and offices

Secretarial : Provision of relieve secretaries to Management Cadre in absence of the Secretaries.

Transport: Assist with the provision of transport.

Stock Control: Exercise control over the safe keeping of Government properties

Procurement: To process requisitions to generate purchase orders in orders to procure goods and services, and to facilitate payments after services have been rendered or goods delivered

Division: Human Resource Administration

Vision:

Attracting and retaining competent staff with commitment in the MoE. The establishment of a computerized Human Resource Information Management System for the MoE.

Mission:

The provision of an effective and efficient HR service to all stakeholders of the MoE.

Objective:  

To facilitate and administer HR services in the MoE. To support all directorates / regional offices in the pursuance of appropriate HR policies and procedures. To render services regarding HR Statistics and industrial relations in the MoE. To provide secretarial service to the Teaching Service Committee (TSC). To facilitate and render training services in the MoE.

Functions:  

The provision, retention and training of Human Resources. Coordination of HR statistical data as well as industrial relations in the MoE. Influencing the development and implementation of sound HR policies & practices. Interpretation and advice on all HR related policy. Ensuring compliance with HR policy. Ensure the smooth running of the activities of the TSC. Investigating and analyzing the work submitted by the Ministry to the TSC. Investigate specific complaints/grievances from individuals/groups and staff members related to HR matters to ensure fairness. The maintenance of all HR functions.
