MINISTRY OF EDUCATION RECEIVES ELECTRONIC EQUIPMENTS FROM USAID BES 3 PROJECT

The Ministry of Education received a donation of 6 laptops and 10 digital cameras from the USAID Basic Education Support (BES) Projects while the Ministry provided 5 laptops, files and stationary to the NESE teams.  

The electronic equipments were handed to the Ministry on 01 February 2008. They will be used by the Ministry’s National External School Evaluation (NESE) Team Leaders during their visits to schools in the regions to carry out external school evaluations which started in March last year and will continue every year with selected schools in all regions.  

The NESE aims to help schools identify their strength and weaknesses through the National Standard and Performance Indicators for school in Namibia and work on the latter to improve the quality of education at the schools.  

According to Mr. Alfred Ilukena, Under Secretary for formal Education at the Ministry of Education, it is best for the Ministry to identify its own deficiencies in order to enable schools and the Ministry at large to plan more efficiently.  

The (NESE) National External School Evaluations are carried out by 10 Teams composed of Inspectors of Education and Subject Advisors from all regions. Each Team has a Team Leader that is responsible for all logistics and leads the total process of evaluation at a given school. For this year 2008 the Team Leaders were selected from the most competent Inspectors and Advisory Teachers and coming from the following regions namely Oshikoto, Ohangwena, Erongo, Khomas, Oshana, Kunene, Kavango, Caprivi and Karas. Each Team Leader received s laptop, digital camera and stationery to carry out their duties effectively in the field. Another laptop was given to the Chief Inspector: MPAT (Management Planning – Appraisal and Training) at the head office who is in charge of the overall management and running of the programme in the country.  

Mr. Ilukena indicated that with the new equipments, there would be no more excuses from the NESE Teams not to transmit out work competently since the digital cameras will be used to capture real evidence and the laptops to store maximum information in order to improve report compiling for proper improvement to take place at schools.  

The NESE is part of the National Standard and Performance Indicators for Schools and part of the overall education improvement programme called ETSIP (Education and Training Sector Improvement Programme).  

The donation came at a time when the Directorate of Programmes and Quality Assurance in the Ministry was reviewing how best to improve the NESE for maximum results. Schools were sampled against set criteria from all regions at primary and secondary level.  

According to Mr. Malone from the USAID Basic Education Support (BES) 3 Project, his organisation has always been based on a partnership. USAID BES 3 project is currently in partnership with Directorate of Programme and Quality Assurance (PQA), NESE and the HIV/AIDS Management Unit (HAMU) in the Ministry of Education. The project will continue supporting the Ministry until 2009 under the said programmes. The Ministry is grateful for the support received from USAID/ BES in its drive to promote quality education.
