EDUCATIONAL BACKGROUND

1971 -                   Completed Primary Education

1976 -                   Completed Secondary Education  

1977 – 1979 -     Enrolled for a diploma in Development Studies and Management with the United Nations Institute for Namibia in Lusaka , Zambia .     The diploma concentrated in the areas of international politics, Administration and Management of Social Services, and Economic planning with education as a major.  

1982 – 1984 -        I did a teaching diploma specialising in Basic Education.  The subjects covered included:  

                              Foundation of Education

                              Child Development Studies

                              Teaching Methodologies

                  English, Mathematics, Geography, History, Physics and Chemistry.  

October 1985 – June 1988 - Did a Bachelor degree at Brock University in St. Catherines , Canada .  Main focus as a major in Education and a minor was Sociology.  Some of the subjects covered included:

-                      Philosophies of Education

-                      Research process and procedures

-                      Critical analysis of and use of data in planning

-                      Sociology and human development

-                      History of Education and Sociological thought.  

September 1988 – June 1989 - Did a B.Ed degree at the same University specialising in Teaching English as a Second Language and a minor in International Relations. The areas covered included:

-                      Teaching English, Methodology

-                      Teaching English as a Second Language

-                      Teaching and Learning processes

-                      Language Acquisition Theories

-                      The politics of Education and Language expansionism

-                      International politics

-                      Disarmament, Qualitative and Quantitative Research Methods  

1993 – 1994 - MA in Education Management at Boston University in USA .  The course concentrated in the areas of Education Administration, Human Resource Development, Project planning and analysis, Comparative Education, Community Based Education and Research Methodology.  

2000 - Completed a Diploma in Management of Community Colleges at Galillee College in Israel    

WORK EXPERIENCE  

January 1981 - December 1981 – Worked for United Nations Centre for Human Settlements in Nairobi Kenya as a trainer in the Management and Administration of Human Settlements.  

1989  Upon returning to Namibia , worked in different Capacities within the Education Sector as follows:  

1.                  HEAD:

Curriculum Development Unit of the Council of Churches in Namibia/RRR. The Unit was responsible for designing alternative curriculum and materials to be used as transitional for the children coming back from exile to enter the main stream (1989 - '90).  

2.                  CURRICULUM DEVELOPMENT OFFICER:      

In March 1990 - Was appointed by the Ministry as a Consultant to carry out a study on how Curriculum Development Units in Southern Africa were structured and organised, their relation to the Ministry and their main Activities.  After the study was completed, was directly employed to work with a group to set-up, design, develop and implement the New Curriculum for Junior Secondary phase.  

3.                  In 1991 April - Appointed as Chief Inspector of Schools. My job was to establish the new Inspectorate on a National level.  Develop training Courses in Management and Administration of Schools, Co-ordinate the Activities of the Inspectorate both at National and Regional levels.  

In 1995 I was seconded to the National Institute for Educational Development (NIED) in Okahandja as Chairperson of the National Task Force for Lower Primary Reform.  My job includes defining the area of Lower Primary, past and present, co ordinating the design of Curriculum and syllabuses for Lower Primary, training strategies for Lower Primary Teachers as well as introduction and implementation of the reform and its monitoring and Supervision thereof.

In June 1996, in addition to the Lower Primary Reform, I was appointed as Acting Deputy Director (CEO) for the Professional and Human Resource Division of NIED.  The division was responsible for:  

            Educational Research

            In-service Training

            Pre-service Training

            Resource Centres establish and Management

            Materials Production and

            Hostel Administration  

From January 2003, I was appointed as Acting Director for the National Institute for  Educational Development until June 2003 when I was appointed as Director.  

In November 2005, I was promoted to the position of Under Secretary for Formal education, a position I currently still hold

OTHER ACTIVITIES

Since 1992, I have been the chairperson of the Country Working Group on the Teaching Profession under the Commonwealth Secretariat and later ADEA Working Group on the Teaching Profession.  

I have been the Team Leader for the Namibian team that wrote 36 modules address Management; professional and subject content knowledge in the SADC Region under STAMP 2000+, an initiative of the Commonwealth of Learning .  

Since 1994, I have lead and co-ordinated the Namibian team of Inspectors which produced 4 modules on inspection for SADC as part of the SADC Working Group together with other SADC member states. I have jointly with Botswana and Zimbabwe wrote 6 Modules for Head teachers in Commonwealth Africa.  

On three (3) occasions, I have been requested by the Commonwealth Secretariat to conduct training of Inspectors of Education and other senior education officers for Main Land Tanzania , Zanzibar and The Gambia ..  

I have lead, and contributed to the writing of a Manual on Education for Human Rights and Democracy in Southern Africa, A pilot project for Namibia, Mozambique and Zimbabwe .I have continued to provide leadership in Human Rights and Democracy Education including presenting the Namibian experience at a British Council Seminar in Birmingham UK on Citizenship and Human Rights Education in preparation for the Commonwealth Ministers' Conference in Scotland in 2003 to which I was a Government delegate and Presenter. In 2004, I was nominated as part of the UN Team of Experts that drafted the Human Rights and democracy programme for the Decade which was launched in December 2004

 I also conducted a desk study on gender and the Curriculum for UNICEF. I have also written educational briefs for IIEP and conducted research on inspection in Namibia on behalf of IIEP resulting into 4 series of books on Inspection and Supervision. I have also participated in a number of national and international conferences where I presented papers on education.

Currently I am the Chairperson of the ICT in Education Steering Committee that has developed a National Policy on the use of Information Communication Technology in Education as a Teaching Tool .  I have represented the Ministry at the World Information Society Conference of 2003 in Geneva and 2005 in Tunis . I am equally leading a team that is developing National Standards for the Teaching Profession.

 I have and continue to serve as a member the Executive Management Team of the Ministry of Education as well as the Management Policy Co-ordinating Committee and the National Assessment and Examination Board.
